OVERCOMING BARRIERS IN CLIMATE FINANCE

Addressing climate change appropriately and deliberately requires comprehensive research and analysis, particularly in the face of significant barriers to the entry, uptake, and deployment of frontier climate solutions. The Climate Delivery Initiative (CDI) is the next generation of the Climate Investment Funds’ (CIF) Delivery Challenge Case Study Series and the related Climate Delivery Labs, previously executed as part of CIF’s highly successful partnership with the Global Delivery Initiative (GDI).* CDI provides a dedicated space and research base to inventory and analyze operational barriers and solutions of climate finance programming to enhance project design.

The primary objective of CDI is to improve climate finance operations by compiling, analyzing, and workshopping barriers and solutions to delivering climate interventions. This is achieved via three spheres of work:

CDI’s theoretical base

CDI’s theoretical base includes a full taxonomy of delivery challenges relevant to climate interventions. Providing a structured and coherent analytical framework, it can serve as a starting point for theoretical research by allowing for comparisons and aggregability among similar delivery challenge categories. It also carries a searchable repository of past cases in various sectors.

CDI’s case studies

CDI’s case studies analyze and offer key lessons on how to understand implementation challenges and solutions, and therein build strategies for deploying nuanced, climate-smart projects in emerging economies. The case studies are designed to be utilized by climate finance project developers, policymakers, financiers, civil society organizations, and private-sector actors.

CDI’s learning fora

CDI’s learning fora provide knowledge events where relevant stakeholders can gather to discuss and disseminate climate topics, challenges, approaches, and solutions. The categories of events are set out below:

  • Climate Delivery Labs — gatherings of a myriad of climate experts and decision-makers to discuss case studies, challenges, and solutions;
  • The Annual CDI Learning Event — a multiday, multistakeholder learning conference;
  • Panel discussions on specific case studies; and
  • Thematic brainstorming workshops.

The learning fora serve as a practical and hands-on approach to studying project implementation and offer mid-course learning and action immediately after analysis.

The Case Studies: A Multi-Stakeholder, Solutions-Focused Approach

CDI’s case studies are flexible in scope. They may focus on an individual project or a group of interconnected climate interventions, and analyze challenges specific to a phase within the entire program or look at a full project cycle. The intention of these case studies is to highlight and analyze climate project challenges and their solutions — including interventions, strategies, drivers, impacts, and operational lessons. This analysis can help future projects prepare and plan for similar issues and current projects deploy course corrections for similar problems.

Case studies are conducted by CIF in close consultation with multilateral development banks (MDBs) and country partners. MDB and country teams provide the necessary project documents and records, information on relevant stakeholders for data collection, and support to arrange meetings, interview appointments, and the related logistics.

*The GDI's full library of case studies is housed within the Global Partnership for Effective Development Co-operation — a searchable repository of implementation lessons and solutions in more that 10,000 development projects in various sectors.
