Collaboratively building a partnership for transformational change

Incremental changes to how countries and communities address the climate crisis are no longer enough. The urgency and complexity of climate change and its impacts require much larger, more fundamental change. A transformational change.

With this in mind, the Transformational Change Learning Partnership (TCLP) met in Washington DC from 4 to 6 October 2022, to build a strategic plan to support transformational change through climate finance and associated action. The workshop brought together a diverse group of experts from country governments, multilateral development banks, civil society, and climate funds. Here are some thoughts from a few TCLP partners:

The TCLP is hosted by the Climate Investment Funds and has over the past 5 years worked to define transformational change and develop a framework that informs how climate programs are designed, implemented, and evaluated.

During the 3-day meeting in Washington DC, discussions centered on how to enhance the impact of the work to date on program and project implementation.

The three main areas of discussion focused on:

  • How to embed transformational change concepts methods, and metrics in the design, implementation, and review of all CIF related programs.
  • How the TCLP can contribute to climate finance becoming more transformational.
  • How transformational change lessons can be applied across public, private, philanthropic, and other sectors to scale impact. 

These discussions and moving the work of the TCLP forward was of tremendous value to multilateral development bank partner, Gareth Phillips:

The TCLP supports the broader CIF mandate of transformational change through innovative scaled-up climate finance. Transformational change is embedded in CIF’s investment programs and partners had the opportunity to engage with CIF programs leads to understand how the TCLP’s work is present in the CIF’s operations. CIF Clean energy Lead, Daniel Morris explains:

Throughout the October meeting, partners shared insights, evidence and anecdotes from their own countries, communities, or areas of expertise. And although they agree with the TCLP’s common definitions and frameworks that inform the partnership’s work, the term “transformational change” can mean different things in different contexts. This is perhaps what illustrates the strength of the partnership: an exchange of diverse perspectives and voices. We asked a few partners what transformational change meant to them:

The workshop in Washington DC in October 2022 has sharpened the TCLP’s focus on the collaborative way forward to implementing its concepts and applying its framework to drive transformational change through climate finance. The partnership is expanding and is inviting like-minded organizations to become a part of this global network seeking to shape and deepen the TCLP’s work and position partner organizations to be at the forefront of pioneering efforts towards transformational climate finance delivery more broadly.
