E-Learning Course: Investment Planning Towards Low Emissions Development

The Climate Investment Funds and the World Bank Group’s Climate Change Group and Carbon Finance-Assist program collaborated on an e-learning course on Investment Planning Towards Low Emissions Development. 

This course compiled knowledge and lessons learned during the design and implementation of investment plans funded through the CIF’s Clean Technology Fund (CTF) and the Scaling Up Renewable Energy in Low Income Countries Program (SREP). 

Target audience: The course targeted government policy-makers and planners, and provides practical guidance on how to plan, develop, and implement a low emissions investment plan, including managing a pipeline of investment projects. The course was intended to be especially useful for officials from the 14 new countries invited to prepare SREP investment plans.  It also served as a valuable resource for policy-makers developing nationally appropriate mitigation actions (NAMAs) and other strategic plans for the use of mitigation finance.

Objective: The course will equip policymakers and practitioners with knowledge to draft a low emissions investment plan, including:

  • Preparing an overall investment strategy to achieve national goals related to climate change and energy security

  • Launching a national dialogue to shape the plan and ensure public participation

  • Scoping and prioritizing specific investments to meet those objectives, focusing on sectoral issues (energy, transport, industry)

  • Selecting and establishing the appropriate financial instruments

  • Effectively mobilizing private sector investment to scale up low carbon technologies

  • Undertaking the appropriate underlying technical, economic and financial analyses

  • Monitoring, evaluating and learning from results

Practical information: The first facilitated offering of the course will take place from December 1-12, 2014 with participation capped at 75 persons. The course is free and the time commitment required for completing the course is approximately 10 hours over two weeks. Preference will be given (in the following order) to:

  1. National-level government policy-makers, planners and practitioners working on clean energy, sustainable transport, energy efficiency, and climate change from the 14 countries invited to prepare SREP investment plans (Bangladesh, Benin, Cambodia, Ghana, Haiti, Kiribati, Lesotho, Madagascar, Malawi, Nicaragua, Rwanda, Sierra Leone, Uganda, Zambia);
  2. National-level government policy-makers, planners and practitioners from other developing countries working on the same issues; and 
  3. Practitioners from development organizations or other institutions supporting countries in this work.

A self-paced version of the course goes live on the World Bank’s e-Institute platform from December 1, 2014, and a second facilitated offering will be provided in April 2015.  Applications Closed.

Applications must be received by Monday November 17, 2014 and participants will be notified of their acceptance into the course by November 24, 2014.
