CIF-GDI Climate Delivery Labs | From Carbon to Competition: Cambodia’s Transition to a Clean Energy Development Pathway

In 2017, with burgeoning economic and energy demand growth in the country, nearly 5 million Cambodians lacked access to electricity—only 82 percent of villages and 69 percent of households connected to the national power supply.

The CIF’s Scaling Up Renewable Energy Program (SREP) and ADB have worked closely with the Government of Cambodia to reformulate how the nation approached power generation: moving from thermal and large hydro to scalable, low-cost renewables; from bilaterally negotiated power purchase agreements to competitive international tendering; and from binary public or private operating and ownership structures to complex blended risk-sharing modalities. The end result: the Cambodia National Solar Park, an ambitious new venture that saw 26 high-level international power producers from more than 11 countries bid for first-mover advantages in developing large-scale renewable energy assets in Cambodia, and a two-step reverse auction securing a final tariff of US$0.039/kWh, a record-low for the region and roughly one-third of what Cambodia was paying on average. The solar park will also feature the country’s first battery energy storage pilot installation.

This Climate Delivery Lab will convene industry experts, independent power producers, climate/commercial financiers and climate change specialists to dissect the main challenges that emerging economies face when transitioning to renewables, and discuss tested and evolving strategies for realising lasting low-carbon trajectories.
