IPSE, Colombia
Javier Campillo is the General Director of IPSE, governmental organization attached to the Ministry of Mines and Energy of Colombia, responsible for the Planning and Promotion of Energy Solutions for Non-Interconnected Zones of this country, through new and renewable sources of energy.
He holds a PhD in Energy and Environmental Engineering from The Mälardalen University, Sweden, also holds a MSc in Energy Engineering from the same University and an Electrical Engineering Degree from Tecnológica de Bolívar University, Colombia. He has worked an associate professor at Universidad Tecnológica de Bolívar, Colombia, where he was developing computational models and testing rigs for simulating future active electric distribution networks with high penetration of distributed generation, especially from renewable energy sources and large penetration of electric vehicles, in addition has worked on renewable energy projects for over 20 years.
Ministry of Energy, Mali
Mr. Birama DIOURTE is an Engineer in Industrial Engineering, Mechanical option. He graduated in 2002 from the National School of Engineers (ENI) of Bamako.
In 2005, he became a civil servant at the National Energy Department of the Ministry of Energy and Water. From 2008 to 2015, he successively became Head of the Statistics and Project and Program Monitoring Section, Head of the General Studies and Planning Division and Head of the Studies Division. At the same time, he participated in the implementation of several projects: Member of the Project Management Unit for the construction of a 45 MW thermal power plant in Balingué; Coordinator of the Project for Strengthening the Planning Capacities of National Institutions for the Sustainable and Effective Development of the Energy Sector in Mali with the IAEA; Focal point-Mali of the Project for the Supply and Installation of Solar Equipment in localities in Mali within the framework of the Regional Program for the Development of Renewable Energies and Energy Efficiency (PRODERE) of UEMOA.
In 2015, he was Coordinator of the Support Project for the Promotion of Renewable Energies in Mali (PAPERM) within the framework of the SREP and Member of the Technical Committee for the preparation of the Investment Plan for the Renewable Energy Integration Program (REI) in Mali.
In March 2023, he was appointed Technical Advisor to the Ministry of Mines, Energy and Water.
Asian Development Bank
Len George is a Principal Energy Specialist with the Asian Development Bank. He has worked on renewable energy, regional connectivity, electricity network investments in South Asia and the Pacific for over 20 years. He holds a post-graduate diploma in Management from the Indian Institute of Management, Ahmedabad, and a bachelor’s degree in Electrical Engineering from the Delhi College of Engineering.
National Council for Climate Change, Dominican Republic
Sara González Troncoso is an International Relations Advisor with the Dominican Republic’s National Council for Climate Change as well as a Co-Chair of CIF’s GCAP Sub-Committee. She has represented the Dominican Republic in international climate law conventions, led the formulation of legal instruments at the national level, and participated as an observer in international carbon market negotiations.
National Renewable Energy Laboratory (NREL)
Amy Rose is a senior researcher in the Transmission Planning group at the National Renewable Energy Laboratory (NREL). Her work focuses on decision support tools to inform power sector policy and regulatory decisions, grid integration of renewable energy, and international best practices for regional power sector planning and operations. As part of Global Power Sector Transformation (G-PST) Consortium, Dr. Rose serves as the lead for coordinating technical assistance activities to system operators around the world. She has worked for more than 10 years with governments, utilities, and regulators in Africa, South Asia, and Central Asia. She holds a Ph.D. and M.S. in Engineering System from the Massachusetts Institute of Technology.
Arepo
Dr. Christine Wörlen is the founder of Arepo and an internationally renowned expert in renewable energy policies and energy systems integration as well as economic impact of renewable energy deployment. She served on the REI Program’s Independent Expert Group and her prior experience includes work as a Programme Manager with the Global Environment Facility and as Head of the Renewable Energies Department at the German Energy Agency (dena). She is a member of the Climate Evaluation Community of Practice and the PIDG Development Impact Panel. She is also a lecturer at the Technical University (TU) of Berlin and the University of Applied Sciences HTW Berlin.
